STATISTICS ON INDUSTRIAL DISPUTES, CLOSURES, RETRENCHMENTS
AND LAY-OFFS IN INDIA DURING THE YEAR, 2007
Analysis by States, Causes, Industry Groups Sectors and Months
5.1.1 During the year 2007, as many as 91 cases of Closures affecting 3,894 workers were reported. This represents an decrease of 45.83 percent in the number of such cases as compared to the previous year 2006. The number of workers affected due to Closures also registered a decrease of 45.83 percent during the same period. All the cases of closures were reported in State Sphere and no case of closure was reported in Central Sphere.
5.1.2 Tables-5(I) (a) to 5 (I) (g) present the number of Closures and workers affected thereby by States, Causes, Industries, Sectors and Months during the year 2007.
Analysis by States
5.2.1 State Sphere: Table-5 (I) (a) reveals that the maximum number of Closures, i.e., 53 (58.24 percent) took place in Tripura followed by 15 (16.48 percent) in Uttar Pradesh and 6 each or 6.59 percent) in Himachal Pradesh. The maximum number of workers affected due to Closures were 1,941 (49.85 percent) in Uttar Pradesh followed by 1,285 (33 percent) in Tripura and 198 (5.08 percent) in Haryana.
5.2.2 Central Sphere: No case of Closure was reported in Central Sphere during the period under review.
Analysis by Causes
5.3 State Sphere: Among the Cause groups, the ‘Financial Stringency’ was responsible for the maximum number of Closures (43 or 47.25 per cent) followed by ‘Lack of Demand for Products’ (27 or 29.67 percent) and ‘Land Problem’(3 or 3.30 percent) to the total number of Closures respectively. The maximum number of workers affected due to Closures were 3,212 (56.81 percent) due to cause ‘Financial Stringency’ followed by 639 (16.41 per cent) due to cause ‘Shortage of Raw Material’. 10 workers and 194 workers were affected together under the ‘Non Monetary’, ‘Others’ and ‘Cause not known’.
Analysis by Industry Groups
5.4.1 State Sphere: Table- 5(I) (c) reveals that the maximum number of units Closed i.e., 77 (84.62 percent) of the total number of Closures were alone only in the “Manufacturing Division” (Industry codes 15 to 37) with an aggregate of 3,746 workers (96.20 percent) to the total number of workers affected during the year 2007.
5.4.2 Central Sphere: No case of closure was reported in Central Sphere.
Analysis by sectors
5.5 State Sphere: Table-5 (I) (d) shows that 89 Closures, affecting 3,839 workers were reported in the Private Sector and one case each affecting 6 and 49 workers were reported in Co-operative and Joint Sectors respectively.
Analysis by Months
5.6 State Sphere: Table- 5 (I) (g) shows that the maximum number of Closures, (22 or 24.18 percent) occurred in the month of July followed by (17 or 18.68 percent) in August and (9 or 9.89 per cent) in September during the year under review.
