STATISTICS ON  INDUSTRIAL DISPUTES, CLOSURES, RETRENCHMENTS AND LAY-OFFS IN INDIA DURING THE YEAR 2006

INDUSTRIAL DISPUTES IN THE PUBLIC SECTOR
 

3.1                   Analysis by Months:  Statistics presented in Tables 3(I) (a) to 3(I) (f) relate to Industrial Disputes in the Public Sector by months.

 

3.1.1                Tables 3(I) (a) and 3(I) (b) show that a time-loss of 2.66 million mandays was recorded in the Public Sector both in State and Central Spheres, of which Central Sphere had a share of 2.64 million mandays. The number of disputes started during the month was highest (18) in December, (16) in February and (11) each in January and June.  The lowest was (2) each in March, April and November, 2006.

 

3.1.2                There was no case of Lockout reported from State and Central Spheres in Public Sector during, 2006.

 

3.2                   Analysis by States:  Tables 3(II) (a) to 3(II) (e) analyze Industrial Disputes in the Public Sector by States during the year 2006.

 

3.2.1                It may be seen from Table 3(II) (a) that the total number of disputes (88) in the Public Sector, West Bengal accounted for the highest number of disputes (19 or 21.59 per cent)and mandays lost (0.68 million mandays or 25.51 per cent) followed by Maharashtra (0.21 million mandays or 7.80 per cent). Table 3(II) (d) reveals that in Central Sphere, west Bengal had the highest number of disputes (19) and time-loss of 0.68 million mandays. Next in order was “Maharashtra State in Central Sphere accounted for the time-loss (0.21 million mandays or 7.80 per cent)

 

3.3                   Analysis by Industries:  Tables 3(III) (a) to 3(III) (c) present Industrial Disputes by Industries in Public Sector during the year 2006.

 

3.3.1                Table 3(III) (a) shows that during 2006, Financial intermediation except Insurance and Pension (Industry code 65 ) accounted for the highest number of disputes (41) involving 1.3 million workers and a time-loss of 2.3 million mandays followed by Industry “Mining of Coal and Lignite, Extraction of Peat” (Industry code 10) accounted for (7) disputes involved 0.13 million workers and a time-loss of 0.16 million mandays.  The Manufacturing Division (Industry code 15 to 37) accounted for a time-loss of 0.05 million mandays with an involvement of 0.04 million workers in 10 Industrial Disputes.

 

3.3.2                Out of the total 88 disputes in the Public Sector, the information on production loss was available in respect of 9 disputes only. The production loss per dispute, for which relevant information was available, worked out to Rs.3,28,20,274.  The data on wage loss which pertain to 66 disputes show that the wages lost per dispute worked out to Rs.1,95,07,925.  The production loss and wages loss per strike ( Table 3(III) (b) ) for which relevant information was available worked out to the same aforesaid values as there was no case of Lockouts in Public Sector during the year 2006.

 

3.3.3      There was no case of Lockouts reported in Public Sector during, 2006

 

3.3.4                Table 3(III) (c) reveals that the ‘Banks’ in the Central Sphere witnessed the maximum number of disputes, i.e. 41 or 53.24 per cent of the total number of disputes, which also involved highest time-loss of 2.26 million mandays or 85.56 per cent of the total time-loss. 

 

3.4                   Analysis by Causes:  Cause-wise distribution of data on industrial disputes, workers involved therein and mandays lost thereby during the year 2006 in Public Sector have been shown in Tables 3(IV)(a).

 

3.5.1                The ‘Wages & Allowances’ accounted for the highest 45.60 per cent of the total time-loss of all disputes, followed by ‘Govt. Economic Policy’ and ‘Charter of Demands’ with 22.49 and 18.74 per cent respectively. The percentage of disputes owing to ‘Wages and Allowances’, ‘Personnel’, and ‘Charter of Demands’ accounted for 78.41  per cent to the total number of disputes in Public Sector. The ‘Wages & Allowances’ and Govt. Economic Policy’   recorded the highest percentage of time-loss of 45.60 and 22.49 per cent respectively in Public Sector in the Central Sphere during the year 2006.

 

3.6         Analysis by Duration:  Table 3(V) presents the number of terminated disputes in Public Sector by duration during the year 2006. It may be seen that during the year 76.14 per cent of the total terminated disputes lasted for ‘A day or less’, while 19.32 per cent of the total terminated disputes lasted more than a day up to 5 days.
