Analysis By States, Causes, Industry Groups, Sectors And Months
7.1 During the year 2006, as many as 50 cases of Lay-off were reported which affected 8,299 workers and resulted in time-loss of 969,517 mandays. There was a decrease of 51.92 per cent in the number of cases of Lay-offs. Number of workers Laid-off and mandays lost also decreased by 32.28 percent and 18.33 per cent respectively during the year 2006 as compared to the previous year. All the 50 cases of lay-offs were reported only in the State Sphere and no case of Lay-off was reported in the Central Sphere during the year, 2006. Tables- 7 (I) (a) to 7 (I) (g) reveals the statistics relating to number of cases of Lay-offs, workers Laid-off and mandays lost by States, Causes, Industries, Sectors and Months during the year 2006.
Analysis By State
7.2.1 State Sphere: Table -7 (I) (a) reveals that the highest number of cases of Lay-off (i.e., 11 or 22.00 per cent) were in Kerala followed by 8 (16.00 per cent) cases in Puducherry and 7 (14.00 per cent) in Uttar Pradesh. The largest number of workers laid-of 2,286 (27.55 per cent) were in Kerala followed by 1,563 (18.83 per cent) in Uttar Pradesh and 1,338 (16.12 per cent) in Puducherry. The maximum number of man-days lost due to Lay-offs were 557,500 (57.50 per cent) in Kerala followed by 177,788 (or 18.33 per cent) in Uttar Pradesh and 176,672 (or 18.22 per cent) in Rajasthan. The three States viz., Kerala, Uttar Pradesh and Puducherry taken together accounted for the largest number of lay-offs (52.00 per cent) and workers laid-off (62.56 per cent) to the total number of lay-off (50) and workers laid-off (8,299) while the highest time-loss 94.06 per cent added to the total time-loss (969,517) due to lay-offs by the States of Kerala, Rajasthan and Uttar Pradesh taken together during the year under review.
7.2.2 Central Sphere: No case of Lay-off was reported in Central Sphere..
Analysis By Causes
7.3 State Sphere: The main cause responsible for Lay-off was ‘Financial Stringency’ (13 cases or 26.00 percent) followed by ‘Shortage of Raw Material’ and ‘Lack of Demand for Products’ (11 cases each or 22.00 per cent), ‘Shortage of Power’ (10 cases or 20.00 per cent) respectively during the year under study. It is significant to note that the largest number of workers was laid-off (2,816 and 2,454) were due to the causes ‘Shortage of Power’ and ‘Financial Stringency’ during 2006. The highest time-loss (0.44 million Mandays) was due to ‘Shortage of Power’.
Analysis By Industry Groups
7.4 State Sphere: Table- 7 (I) (c) shows that the highest number of Lay-offs i.e. 45 (90.00 per cent), workers laid-off 7,984 (96.20 per cent) and Mandays Lost 966,180 (99.66 per cent) were alone in Manufacturing Division (Industry codes 15 to 37). Within the Manufacturing Division Industry Group 17 – ‘Manufacture of Textile’ accounted for the highest number of lay-offs 16 (32.00 per cent) and workers laid-off 3,573 (43.06 per cent) respectively whereas highest time-loss 427,168 mandays (43.05 per cent) attributed by the Industry Group 24 – ‘Manufacture of Chemicals and Chemical Products’ within the same Division.
Analysis By Sectors
7.5 State Sphere: Table-7 (I) (d) reveals that out of 50 cases of Lay-offs, 38 cases (76.00 per cent) were in the Private Sector and 11 cases (22.00 per cent) were in the Public Sector. The remaining one case (2.00 per cent) was in the Co-operative Sector. It may also be seen from this table that 6,069 workers (73.13 per cent) were affected due to Lay-offs in the Private Sector and 2,179 workers (26.26 per cent) in the Public Sector. The maximum number of man-days lost i.e. 894,234 (92.23 percent) was in the Private Sector while 59,371 man-days (6.12 per cent) were lost in Public Sector. The Co-operative Sector accounted for a time loss of 15,912 man-days (1.64 per cent). There was no case of Lay-off in the Joint Sector.
Analysis By Months
7.6 State Sphere: Table –7(I) (g) shows that the maximum number of cases of Lay-offs 5 started during the month of August followed by Four each in February and May, Three each in January, June, July and September and Two each in the months of March, April and October, 2006. The highest number of workers affected due to Lay-offs were in the month of May (1,381) followed by February (719) and in June (578). Similarly, the maximum number of man-days lost was in the month of June (101,906) followed by March (96,873).
