MAIN FINDINGS OF THE SURVEY OF TEXTILE GARMENTS INDUSTRY OF OWS (6TH ROUND)
The important findings of the Occupational Wage Survey conducted for the Textile Garments Industry are given below.
INTRODUCTION
1. The survey covered Textile Garments Industry, under the Sixth round of the Occupational Wage Survey.
STRUCTURE OF WORK FORCE
2. Out of the total 3.93 lakh workers employed in Textile Garments Industry, 40.74 per cent of the workers were men and the remaining 59.26 per cent were women workers. Adolescents and Children were not employed in the Textile Garments Industry. Uttar Pradesh had the highest percentage of men workers i.e. 95.46 per cent and Tamil Nadu had the highest percentage of women workers i.e. 84.42 per cent. (Para 2.2)
3. Vast majority of workers i.e. 98.00 per cent were employed by the time-rated system of wage payment and the remaining 2.00 per cent by piece-rated system. Maharashtra had the highest percentage of piece rated workers i.e. 19.49 per cent. Further, Haryana and Karnataka had all the workers employed on time rated basis. (Para 2.3)
4. At the stratum level, majority of time-rated workers were men in Uttar Pradesh (95.27 per cent), Haryana (85.04 per cent), Maharashtra (81.73 per cent), Delhi (79.11 per cent), whereas, majority of time-rated workers were women in Tamil Nadu (84.98 per cent) and Karnataka (78.64 per cent). At the industry level, the proportion of time-rated women workers was higher i.e. 60.27 per cent compared to their men counterpart i.e. 39.73 per cent. (Para 2.4)

The highest percentage of total work force i.e. 32.27 per cent was
employed in occupation 'Tailor' followed by 24.69 per cent employed as 'Helper'
and 11.47 per cent employed in occupation 'Tailor (Specialist)'. (Para 2.6)
WAGE RATES AND DEARNESS ALLOWANCE
6. The average daily wage rates in the Textile Garments Industry worked out to Rs.121.31. At the stratum level, the lowest average daily wage rate of Rs.100.06 was reported in Tamil Nadu whereas, the highest average daily wage rate of Rs.157.11 was reported in Maharashtra stratum. (Para 3.3)
7. The average daily wage rates of men and women workers in Textile Garments Industry were reported at Rs.142.77 and Rs.106.55, respectively. (Para 3.4)
8. The highest average daily wage rate at the occupation level was reported at Rs.281.83 for 'Designer' occupation followed by Rs.216.60 for 'Supervisor' occupation and Rs.216.44 in respect of 'Store Keeper' occupation. The lowest average daily wage rate was reported at Rs.89.00 in 'Marker' occupation followed by Rs.91.98 in 'Sorter' occupation and Rs.97.19 in 'Sweeper' occupation. (Para 3.8)
9. The average daily wage rates of men workers were higher than that of their women counterpart in all the occupations except 'Designer' occupation. (Para 3.8)
10. The real wage rates of the workers increased at the rate of 7.74 per cent during the sixth round as compared to that during the fifth round. (Para 3.9)
11. Dearness allowance as a separate component of wages/salaries was paid in 16.58 per cent of units. (Para 3.11)
12. Out of the total units paying dearness allowance to their employees, 9.57 per cent of the DA paying units were reported to be using Consumer Price Index Numbers for Industrial Workers brought out by Labour Bureau for payment of DA to their employees, whereas, 4.63 per cent of the DA paying units were using Consumer Price Index Numbers for Industrial Workers brought out by State Governments and remaining 85.80 per cent were paying dearness allowance without using any CPI (IW) Series. 13. Majority of the DA paying units i.e. 71.30 per cent were paying dearness allowance on the basis of Flat Rate while 14.51 per cent, 9.56 per cent and 4.63 per cent were using Other Methods, Consumer Price Index Numbers (IW) and combination of all these methods respectively.

PAYROLL EARNINGS
14. The overall average daily earnings for men, women and overall were reported at Rs.151.10, Rs.113.63 and Rs.128.90, respectively. (Para 4.2)
15. The highest and the lowest average daily earnings of women workers were reported at Rs.155.63 and Rs.99.55 in Delhi Stratum and Tamil Nadu stratum respectively.

16. The highest average daily earnings of men workers were reported at Rs.188.30 in Residual Stratum closely followed by Maharashtra Stratum at Rs.177.08 whereas the lowest average daily earnings of men workers were reported at Rs.122.35 in Haryana Stratum. (Para 4.2)
17. The average daily earnings of piece-rated workers i.e. Rs.231.66 were significantly higher than that of the time-rated workers i.e. Rs.126.81. (Para 4.3)
18. The average daily earnings of time-rated workers for men, women and overall were recorded at Rs.146.93, Rs.113.54 and Rs.126.81 respectively. (Para 4.4)
19. The average daily earnings of piece-rated workers for men, women and overall were recorded at Rs.241.12, Rs.142.32 and Rs.231.66 respectively. (Para 4.5)
20. The basic wages, dearness allowance and other allowances accounted for 92.64 per cent of the total average daily earnings in the Textile Garments Industry. (Para 4.6)
21. A vast majority of workers i.e. 75.77 per cent had average daily earnings between Rs.75.01 to Rs.150.00 whereas 5.05 per cent of workers earned Rs.250.01 and above per day. Only 0.43 per cent of the workers had average daily earnings between Rs.25.01 to Rs.50.00. (Para 4.7)
22. Tamil Nadu was the only stratum wherein 2.22 per cent of workers had average daily earnings between Rs.25.01 and Rs.50.00. (Para 4.7)
23. Majority of workers i.e. 75.71 per cent, 69.81 per cent, 61.88 per cent and 63.78 per cent in Haryana, Uttar Pradesh, Karnataka and Tamil Nadu stratum respectively earned between Rs.75.01 to Rs.125.00 per day. The highest percentage of workers earning more than Rs.250.00 per day was reported at 20.68 per cent in Residual stratum followed by 14.82 per cent in Maharashtra and 12.59 per cent in Uttar Pradesh stratum respectively. The lowest percentage of workers earnings more than Rs.250.00 per day was reported at 1.89 per cent in Tamil Nadu stratum. (Para 4.7)
24. Four main occupations viz. Tailor, Helper, Tailor (Specialist) and Checker employed 78.15 per cent of workers which accounted for 73.17 per cent of the total wage bill. (Para 4.8)
25. The highest average daily earnings of the women workers were reported at Rs.352.22 in 'Designer' occupation whereas, the lowest average daily earnings were reported at Rs.89.33 in 'Coolie/Mazdoor' occupation . The highest average daily earnings of men workers were also reported in 'Designer' occupation at Rs.331.95, whereas, the lowest average daily earnings were reported at Rs.102.68 in 'Sweeper' occupation. 26. The highest average daily earnings of time-rated workers were reported at Rs.253.35 for the 'Supervisor' whereas for piece-rated workers these were reported at Rs.585.00 for 'Cutting Machine Operator' occupation. (Para 4.11)
27. The real earnings of the workers have increased at the rate of 27.34 per cent in Sixth Round over Fifth Round. (Para 4.13)
